Test Case 6 (CPU)

Sanity check the source of data for the user level tools 
(e.g. /proc).  The kinds of obvious things will be listed 
on the wiki (URL below)  as experience dictates.

Verify that tools needed for other test cases work and have not regressed.
Verify other tools that need to recognize when a CPU goes away or is added.

Known issues for hotplug cpu:

top (requires a patch, posted to hotplug_sig)
sar fails to add cpus if they are added after sar is started and running
over several iterations.

Tools are listed on the wiki if they are impacted.  Please add to the
list if you see one missing.
